The Association of Foreign Employees in Romania (AASR) has submitted a set of observations and proposals within the public consultation process regarding the draft Government Emergency Ordinance on foreign workers’ access to the labour market in Romania.
The proposals are based on AASR’s direct operational experience, developed through interaction with foreign workers, employers, and public institutions, and aim to ensure a balanced approach between strengthening control mechanisms and maintaining the functionality of the labour market.
The main areas addressed include:
- clarifying the economic framework for recruitment agencies;
- ensuring proportionality in financial guarantee mechanisms;
- facilitating access to the labour market for individuals already legally residing in Romania;
- strengthening information and prevention components;
- enhancing operational collaboration between public institutions and relevant stakeholders.
These directions are consistent with the proposals formulated by AASR in relation to the National Strategy on Immigration 2026–2030, which highlights the role of information, prevention, and operational cooperation in effectively managing migration-related dynamics.
AASR remains open to institutional dialogue and collaboration with public authorities and the business environment in order to contribute to the development of a coherent and applicable regulatory framework.
